Durham County Council is a large local authority with gross expenditure of over £800m. Xayce was initially engaged by Durham to conduct a review of its income and debt management processes. Xayce developed a series of recommendations and an implementation plan that enabled the authority to make significant improvements in its performance in this area.
As part of a Best Value Review of Business Support Services, Durham identified the need to replace its financial management systems in order to deliver major efficiencies. Durham entered into an arrangement with neighbouring Northumberland County Council to share their Oracle ERP software as its base for developing a solution. Xayce was then appointed in a competitive tender to lead the design of the processes and future organisational model on which the new system implementation would be based. This work generated agreement to a significant set of organisational and process changes which will deliver important improvements and efficiencies to the core financial and procurement processes. Having successfully completed the first part of this engagement, Xayce has been retained to provide Change Management services to the subsequent implementation of these changes to help ensure the key benefits that have been identified are delivered.
