Cheshire County Council is the one of the largest local authorities in England and Wales with a gross expenditure of around £1billion. Xayce was first engaged by Cheshire County Council in 2005 to conduct a review of the operation of the Finance function and to look at the potential for efficiencies. This review was used as input to a broader review across the authority.
Xayce was subsequently retained by the council to support the development of a Shared Service operation for its Finance, Procurement, and Human Resources operation as part of the Transforming Cheshire programme. Working closely with senior management, Xayce has designed a series of changes to the council's policies, organisation, processes, and supporting technology to deliver both a significant transformation in the council's processes and a Shared Service operation with a planned capacity of over 150 people.These changes will deliver significant savings to the authority.
Xayce provided programme, project and change management services to drive forward the delivery of this important project and used its experiences and best practices from other authorities to help accelerate the transformation programme.
